Houston-Galveston Area Council's (H-GAC) Coastal Communities program is a locally-led effort to provide resources and support for small communities in coastal watersheds of the upper Texas Gulf Coast region. The program is designed to help small, coastal communities prevent water pollution by providing resources that evaluate nonpoint source reduction needs, locating funding opportunities, and promoting education and outreach. The program is designed to help small communities without municipal separate storm sewer system permits (MS4) in the coastal areas of Brazoria, Chambers, Galveston, and Matagorda counties engage residents in behavior change to reduce the potential for water pollution.
Information about funding sources, model ordinances and resources, workshops and training, education and outreach materials, and other resources are available throughout this website. about H-GAC
The Houston-Galveston Area Council (H-GAC) is a council of governments, comprised of 13 member counties and more than 100 member cities in Texas, through which local governments consider issues and cooperate in solving area-wide problems in the 13-county H-GAC service region. All programs are carried out under the policy direction of H-GAC’s Board of Directors, comprised of local governments and their elected officials. The Board works together with public and private sector organizations and a host of volunteers.
The Community and Environmental Planning Department within H-GAC seeks to improve quality of life throughout the region by providing planning and recommendations for orderly growth, encouraging economic development, and guiding local and regional planning to maintain and enhance the region's natural environment. H-GAC's Water Resources Group provides education & outreach using a number of water quality resources, including the Texas Clean Rivers Program, Texas Stream Team, and planning and implementing TMDL and watershed protection projects.
